This is not the kind of billboard you are likely to see in Washington, D.C., where only 3.2 percent of the working age population receives Social Security disability benefits. It is a sign found in Harlan County, Kentucky, a few years ago. Harlan is a coal mining county where more than 17 percent of working age adults are disabled. Disability rates are considerably higher in rural America than in cities.
